Monoprix market in Etoile has a fine takeaway deli with hot food such as fish, meats and vegetable casseroles; not very inexpensive but better value than restaurants and featuring great French cuisine and manner. Hostel has good beer on tap as well as bottled Heineken and other selections.

Not sure that you would exactly call it budget, but don't miss Speakeasy Restaurant, just kattycorner to the hostel. Good vegan food.

The sea on a good day of course, gorgeous and full of fish. You can also climb the hill with the Monument aux Morts at the base, it's free and the panorama across the bay is lovely. There's various musuems and galleries about but we were on a tight budget so didn't explore any of these.
