I didn't do budget. But certainly the Cafe Mason is a no-brainer, with copious entrees at a decent price and very kind wait staff.

Hanging out at the Grand Cafe bar area and listening to jazz on the Friday and Saturday nights. Low key, pleasant, a nice way to wind down after a very active day exploring this fabulous city!
