Not sure what the smell was that outside but it's smelt like dead chickens rotting. It was not in a great area, there is a dodgy as bar on the corner that whenever I walked past I felt very uncomfortable with the old sleazy constantly drunk and high men say things to me.

OK, I wouldn't say it is budget but we loved The Honey Court, an oriental seafood restaurant not quite 2 blocks from the hostel, and many of the options at the Pike's Place Market

We enjoyed the Zoo, the Nordic Museum, and Pike's Place Market as our favorites.

We came from Vancouver, BC stayed at Jericho Beach which we loved. We went on to Portland, OR and loved that just as well. Both of those hostels were in funky wonderful neighborhoods with lots of restaurants and interesting shopping to browse. Both hostels had really friendly helpful staff as did Seattle.
